Hon. Dr. Kingsley Osei is the 9th Chief Executive of the Ejura-Sekyedumase Municipality. He was sworn in on September 30th 2021.
Hon. Dr. Kingsley Osei is a distinguished academic, scientist, and public servant whose career spans agricultural research, education, and governance. Born on April 4, 1959, in Ghana, within an agrarian community, he developed a deep appreciation for the land and its people—an early inspiration that guided his lifelong commitment to agriculture and later to governance.
Dr. Osei’s academic path began at the Kwame Nkrumah University of Science and Technology (KNUST), where he earned a Bachelor of Science degree in Agriculture in 1992. Motivated by curiosity and a passion for crop protection, he pursued advanced studies, obtaining a Master of Science in Nematology from the University of Gent, Belgium, in 1999, and a Master of Science in Crop Protection from KNUST in 2001. His quest for excellence culminated in the attainment of a Doctor of Philosophy in Nematology from the University of Reading, United Kingdom, in 2007.
Before entering public service, Dr. Osei built a distinguished career as a Principal Research Scientist at the CSIR–Crops Research Institute, specializing in nematology and crop protection. His scholarly contributions include over 35 refereed journal publications, two books, and seven technical manuals. He has supervised numerous graduate students and conducted extensive research on plant resource development.
In addition to his research work, Dr. Osei lectured at the College of Science and Technology (CCST), Kumasi Campus, where he mentored and inspired future scientists and professionals. His wealth of experience in research and leadership positioned him to spearhead several international projects, notably serving as Country Manager for the Bill & Melinda Gates Foundation–funded YIIFSWA project (2014–2015) and as Regional Coordinator for the CAY Seed initiative.
Dr. Osei also served as an elected Assembly Member representing the Bonyon Electoral Area in the 6th Assembly, where he contributed significantly to grassroots governance, community development, and the strengthening of local decision‑making processes. His effectiveness at the local level paved the way for greater responsibilities, culminating in his appointment as the 9th Municipal Chief Executive of Ejura‑Sekyedumase Municipality, where he serves as the chief representative of the Central Government in the municipality.
Dr. Osei is widely respected for his ability to bridge science and governance. His vision is to foster resilient agricultural systems, strengthen educational opportunities, and promote inclusive governance that uplifts communities. Through his work, he continues to inspire both the scientific community and the citizens he serves.
