A Presiding Member is elected by the Assembly from among its members. He or She is neither a District or Municipal Chief Executive nor a member of Parliament.

The Presiding Member has the responsibility of conveying and presiding over meetings of the Assembly and perform such other functions as may be prescribed by law. He or She however holds an office term of (2) two years and is eligible for re-election.
